Ownership (25 pts), Management Control (19 pts), Skills Development (20 pts), Enterprise & Supplier Development (40 pts), and Socio-Economic Development (5 pts). Total 109 points. Score determines Level 1–8 or Non-Compliant. Priority elements (Ownership, Skills, ESD) penalise if below 40% of max.
Level 4 = 80–89 points, 100% procurement recognition, "Empowering Supplier" status. EMEs (turnover <R10m) and black-owned EMEs automatically qualify at Level 1 or 2. Level 4 is often the minimum required by large corporate buyers and state entities.
Ownership, Skills Development, and Enterprise & Supplier Development are priority elements. Each must score at least 40% of its maximum. Failing a priority element reduces your level by 1 per element failed — regardless of total points. So a company scoring Level 3 that fails Ownership becomes Level 4.
EME (<R10m turnover): automatic Level 4 (black-owned EME = Level 1). QSE (R10m–R50m): simplified 100-point scorecard, four of five elements scored. Generic (>R50m): full 109-point scorecard, all elements. Sector Charters (mining, financial, ICT, construction) may apply different weightings to the elements.
Yes — an accredited B-BBEE Verification Agency (SANAS-accredited) must verify and issue the B-BBEE Certificate. Self-certification is only permitted for EMEs who can issue a sworn affidavit. QSEs may also self-certify with a sworn affidavit in some cases. Certificates are valid for 12 months.
